How do I obtain a gas mask/respirator as a civilian to protect myself if there's another attack on a building?

Look for the brands North, 3M, Wilson, or Glenaire as a few good ones. A 1/2 mask air purifying respirator is $15-$20 and covers your nose and mouth. A full face APR will cost alot more, maybe $150 and not only covers your eyes but has a higher protection factor protecting your lungs better as this one creates a better seal to your face. You will also need cartridges for the mask and you have to choose one (a pair actually) that filters out the suspected contaminants. For example, a cartridge that protects against ammonia fumes is no help against asbestos. You can buy them at any safety supply house and 1/2 masks are usually sold at car parts and paint stores. They come with directions on use and care. Mild soap is used to wash them after use and air dry them, storing threm in a way as to not make them deform.
